A candidate for the award of the title had to take part in serving the largest sporting events of the USSR (USSR championships in various sports, the Spartakiad of the Peoples of the USSR, etc.) and have a refereeing experience of at least 20 years. Sports referees, who were awarded the qualification of an All-Union Category Referee, were issued certificates of the established form, and the corresponding badge. After the collapse of the USSR, most national sports organizations equated the title of “Referee of the All-Union Category” with the title of “Referee of the International Category” or “Referee of the National Category”.
